Installing Flash Player without internet access ?

We are a government department and have a sub-domain for developers of 600 users, the corporate domain uses a proxy server / gateway to allow internet access to users, this is quite restrictive and we have no control over which pages, file types etc are allowed through. When we try to update flash player it fails as it tries to communicate across the internet to your server ? this communication is prevented by our gateway, i have looked for a stand-alone installation file but failed to find one that does not try to communicate, i have applied and been allowed to be a distributor which allows me to download an .exe file, When i run this it tries to communicate across the internet and is denied and also it deletes itself after trying ? so even if it did work i could only install on one machine ?

where or how do i get Flash Player to install across the domain without it trying to communicate with the internet ?

Thank you for your response, certainly something to look at, i do not currently have access to SCCM but i will look into this today and see  if it is something i can configure on our domain.

I have to use a standalone machine that is not connected to the domain that has internet access (air gapped from the domain) where i can log in and download the .exe and .msi installers, but like i say the installation stops when executed and i get prompted for proxy login details as the software wants to download in the background like you have stated, i wasnt aware i was onlyu downloading and installer, i thought it was the product.

I will look into the Admin Guide and this MMC.CFG file, but the gateway / firewall blocks .exe files and i'm not sure what the installer is trying to download in the background, this may pose a problem.

not installing is not really an issue as we have access to training material hosted online that state they require flash.

Many thanks for your input, i will reply when i have looked at the Admin Guide and mark as Correct Answer if it works.

The file you're using the downloaded after the update notification dialog displays and the user proceeds with the update.  This file is indeed a shim installer that downloads Flash Player silently in the background, which will fail in your environment.  Due to the restrictive corporate network policy, Flash Player should not be configured to notify users that an update is available.  To achieve this, you can deploy a custom mms.cfg file to the client machines disabling notification update.  You can either disable updates completely and distribute Flash Player via some other method (e.g. SCCM, etc), or enable the clients to update Flash Player silently in the background.  This option requires no user interaction, however, due to the restrictive network policy, this option may not work.

More information on customizing and deploying the mms.cfg file is available in chapter 4 of the Flash Player Admin Guide

To completely disable updates (both notification and background) add AutoUpdateDisable=1 to the mms.cfg file (deployment location is in chapter 4 of the guide).

Additional enterprise deployment strategies are in chapter 4 of the guide.

What happens when you attempt to access the Adobe Flash Player Distribution | Adobe page, using the Adobe ID/email address you used to obtain the distribution license?  This is the page for distribution license holders to download the installers from and all users with a current/valid distribution license should be able to access it.

Again, this sounds like you're using the online/shim installer - the full EXE/MSI installers do not download anything in the background.
