Installing on Windows 10 - trouble in endless loop

Question

After having installed Flash Player from the page for Windows 10, the install-system says "Insufficient user privileges to install application"

on my personal computer that is not used by anyone else!

How do I gain my right to these privileges?

Working / installing with Chrome browser Version 52.0.2743.116 m

I'm looping around trouble shooting and thereby can't get my work done.
