installing v 11.9

I have tried repeatedly to update/download version 11.9 and get error messages.. not registered, already running. I now have NO version. I have enabled scripting, java, etc.. i.e.. I have followed all the instructions, but to no avail. Google chrome is working, but not default browser..  HELP !!!!!!!!!!!!
