Internet Speed setting icon

I have version 22.0.0.192 on google chrome, window 7 operating system.

Previously there is used to appear internet speed icon in the lower task bar. This would allow me to select the speed as I have a slow internet connection and it would live stream fine with blurred image but audio was good. Now it keeps buffering and starts and buffering again which is  annoying.

I, am looking for a solution as to set my internet speed control so it streams continously.
