IP Addresses tend to change, so this probably isn't the best option for you.
If the only Chromium-based browser your organization uses is Google Chrome there is no need to install Flash Player PPAPI Plugin separately as Google embeds Flash Player in Chrome, however, it's disabled/blocked by default. If you use a different Chromium-based browser (e.g. Opera), Adobe offers enterprise distribution licenses (free for the vast majority of use cases) for enterprise users to distribute Flash Player within their organization. This is the full offline installer, not the online/shim installer available on get.adobe.com (that has optional third party offerings). There are different options available to enterprise customers:
- EXE Installer
- MSI Installer
- Background Updates (after initial installation via either EXE or MSI)
- For this option, the customer hosts the background update resources locally and Flash Player is installed silently without any user interaction, whether or not the user is logged int
- With this option, there is no Update Notification that prompts the user to update Flash Player
