Apple dropped support for Flash Player in Safari 14. If you're trying to download Flash (from https://get.adobe.com/flashplayer/), you'll be redirected to the Flash Player end-of-life FAQ. I suspect this is what you're encounering.
If you want to use Flash Player in macOS (at least until Flash Player's end-of-life at the end of the year), you'll need to use one of the other supported browsers:
- Chrome - Google embeds Flash Player PPAPI plugin in Chrome, as such, no need to download it separately
- Firefox - using Firefox, go to https://get.adobe.com/flashplayer/ to download Flash Player NPAPI plugin for Firefox
- Opera- using Opera, go to https://get.adobe.com/flashplayer/ to download Flash Player PPAPI plugin for Opera
Note that all browsers disable/block Flash Player by default. See https://helpx.adobe.com/flash-plaayer.html for assistance on enabling/unblocking Flash Player.
