Is this "Adobe Flash Player Update for Win 7" actually from Adobe?

I use the latest version of Google Chrome.

occasionally, a new Tab opens with a  web address that begins with - http:// installupgrade . preparedupdate . online/

And the following message:

Is this actually from Adobe or is it your usual internet scam / phish / etc.?
