Issues with Flash in Internet Explorer

Why wont Flash work in Internet Explorer but works in Safari?  I have downloaded update, and even uninstalled and reinstalled.

Flash Player for ActiveX (Internet Explorer)

Flash Player Plug-in (All other browsers)

Safari uses a different plugin. IE uses the ActiveX plugin; Safari uses the (other browsers) plugin. They work independently of each other. One may be up to date but not the other. You can download both from the above links.

In addition, IE has to have it enabled and you need to check with IE10 and 11 that ActiveX filters aren't blocking Flash PLayer.
