If you're using the online installer and it's not launching this is most likely due to a certificate signing issue.  XP systems (except for XP SP3) do not support the latest certificate signing technologies.  See Security Advisory 2880823: Recommendation to discontinue use of SHA-1 - Security Research & Defense - Site Home - TechN… for more information.

You can try using the offline installer, posted at the bottom of the Installation problems | Flash Player | Windows 7 and earlier in the 'Still having problems' section, however, there is no guarantee it'll work.
