Local settings don't open and have several problems with my flash.

I need help, my local settings don't open since I formatted my computer... I have several problems to send audios in sites (in all browsers).

I use windowns 10 x64, adobbe flash 27.0.0.130 (NPAPI and PPAPI). Thank you.
