I need to get a hold of this for some OS9 machines running Moz 1.3.x.

The closest thing I found was
http://kb.adobe.com/selfservice/viewContent.do?externalId=d9c2fe33
which references
http://download.macromedia.com/pub/flashplayer/installers/current/7/install_flash_player_7.hqx
Unfortunately, that Marcromedia link doesn't go anymore.

Archived Flash players (version 2 to 9) available for testing purposes:

Also, after some further discussion and investigation this seems to be a FireFox Windows bug. Several of us can repro the problem using the latest verison of FF Windows (2.0.0.9). But all other browsers Mac and Win have no trouble with the .hqx download in that technote. The link itself is fine.

Also, if you right click the download link in FF 2.0.0.9 Windows you can still save the HQX (but it'd be easier to save it on the mac and unpack it there if you can.

I'll have that link checked out.. In the meantime, try "Archived Flash players available for testing purposes":
