Mac setting keep changing

Hi,

I have an issue that seems to have existed over several releases of the Mac Flash Player settings panel located in System Preferences. I initially put up with it as I thought it may be resolved with future releases. Any help would be most appreciated.

The issue:

I set the Local Storage Settings to 'Ask me before allowing new sites to save information on this computer' and set both Camera and Mic, and Playback to 'Block...'

They initially stay set to this but then for some reason, without me changing the settings, default back to 'Allow sites to save information on this computer' and 'Ask me....'

I really don't want the Flash Player active by default and can't understand why it keeps changing the settings.

As I say I have had this issue for a while and when I tried searching for answers before posting, I though a thread reporting the same issue back in Feb 2012, with a bug report filed but no real answer in the thread.
