MS Edge ignores mms.cfg file on Server 2012r2

Has anyone tried to to allow sites to use Flash using the mms.cfg file setup on a Windows Server OS?  

I have saved the file to C:\Windows\System32\Macromed\Flash and C:\Windows\SysWOW64\Macromed\Flash but Flash will still not load for the approved site.

    IMO, nobody should be using Flash content anymore.  Unfortunately, browsers are not supporting plugins anymore for security reasons.
