My Flash Player is active for the administrator, but not active for two other users on my computer. How to fix this ?

System is Windows 10.

Flash Player is not active for the two other users using both Internet explorer and Microsoft Edge.

Configuration in IE

- Shockwave Flash Object enabled

- ActiveX filtering enabled

Configuration Edge

- Using Adobe Flash Player is On
