My flashplayer is active for the administrator user but is not active for the other two users on my computer. How can I fix this?

Thank you.  We have seen several reports of this behaviour, but have not identified the root cause, nor been able to reproduce.  We have been in contact with Microsoft about this.

Have you modified the browser security settings from their default settings?  If so, what did you modify it to?
