Is there any INCONGRUENCY affecting my computer's performance because of this?

If so, HOW do I go about REMOVING the 32-bit & downloading/replacing it with the 64-bit?

Hi,

Flash Player supports both 32- and 64-bit operating systems. On a 32-bit system only 32-bit Flash Player is installed.  On a 64-bit system, both 32- and 64-bit versions are installed and the browser in use (32-bit or 64-bit browser) knows which version to use.

I assume you are referring to the Flash Player item in the Control Panel:

If so, this is the Flash Player Settings Manager, it is not the Flash Player ActiveX Control/Plugin itself.  Flash Player itself will appear in the list of installed programs.
