This is most likely due to a certificate signing issue.  If you do not have Service Pack 3 installed your XP system most likely does not support the latest certificate signing technologies.  See Security Advisory 2880823: Recommendation to discontinue use of SHA-1 - Security Research & Defense - Site Home - TechN… for more information.

You can try using the offline installer, posted at the bottom of the Installation problems | Flash Player | Windows 7 and earlier page, in the 'Still having problems' section, but there is no guarantee that this will work.  If not, you'll need to upgrade your system, to at least Service Pack 3, to install Flash Player.
