Need Advice On Local Permission To Run Flash

I'm having an issue where a warning pops up about my local machine warning me that Flash Player has been detected, stopped, and gives instructions to allow it to run on my local machine but I'm not sure how to set up a local machine as a URL.'m using Firefox

I am using FF 44.0.2 (but the same problem with Chrome) Win 8.1 and trying to locally test a .swf file with a browser.

Can anyone offer and idea of how to get Flash to stop blocking Flash?
