Need help installing Flash Player

I have tried to Install flash player 7 or 8 times.  I am using Windows Vista on my 32 bit laptop.  It never moves from Steps 2 of the Installation Process.  Once it showed that it was installed, but when I tried to view videos on YouTube it tells me I need to install Flash player.  Can someone please help!  Thanks.
