I'm trying to watch sailor moon in they said i need to put flash player to my phone

Flash Player is not supported on mobile devices (Android, iOS, etc).

 

The option available is to use a browser that renders Flash in the cloud.  There are several, you can find by performing an internet search for something like "Flash browser <your phones OS>"
