Need help with Windows 10 and Flash Player

I'm hoping someone can help me. Just bought a new computer (PC) with Windows 10 installed. It has multiple desktop screens you can set up for each member of the family. We use 2 such screens. On the one screen, Flash works great. However, on the 2nd screen it suddenly stopped a couple of days ago. I contacted Windows support and was told Flash Player is a Third Party App, so I've been searching for info through Adobe. So far I've had no luck.

When I attempt to use Flash Player I get a pop up saying it's not installed. However, it is integrated with Windows 10. When I go to IE, Manage Add-Ons, etc it shows Shockwave disabled. However, when I highlight it, what shows on  the bottom is that it *is* enabled. This I do not understand.
