Never check for updates set - still get notifications to Update Flash Player

This applies to Adobe Flash Player on Windows 7 64 bit with IE11
ActiveX Version 14.0.0.125

We have deployed mms.cfg file with following

AutoUpdateDisable=1

SilentAutoUpdateEnable=0

Users still get prompted

Update Adobe Flash Player, An update to Adobe Flash Playe is available.....

How do we set so our users will not get that prompt ever.

We deploy updates centrally and do not have set to autoupdate intentionally and do not want users to be prompted.

Also, the mms.cfg has little to no affect on Firefox or Chrome.

1) Chrome is not effected as Chrome has its own built in flash player that updates with chrome updating for the most part.

2) Chances are they are seeing that message in a browser, and it is the browser that is informing you your flash player is outdated as most browsers have stepped up the game on security.

3) the mms.cfg would not effect the browser from displaying the message; this is for the flash app only!
