New flash player Browser plug-in only?

Hi,

I am working for a client that uses PDFS top submit evidence to courts with Flash videos embedded in PDFs. The video will not play in Acrobat Reader because it cannot detect a flash client. I tried launching the PDF within IE11 (Reader Plug-in and Flash Plug-in installed and enabled as add-ons) and the video content will still not play.

Is there still a non-browser version of Flash player?

If non-browser players have been deprecated is there a way around this issue?

    Acrobat Reader uses the NPAPI plugin version of Flash Player, not the ActiveX Control Plugin.  Please go to Adobe Reader and Acrobat Flash Player Download for Windows to download the NPAPI Flash Player plugin.
