No option to enable Flash Player on Mac

I am following the "Enable for Safari" to try to enable Flash Player in the Safari web browser. When I get to step 3, "Click the check box to enable Flash Player," I hit a roadblock. In the picture in the instructions, there is a plug-ins sections where I need to go for following steps, but on my MacBook Air there is no options for that. What can I do to download Adobe Flash Player on here?
