Not able to connect Leap pad 2 to Flash player

Hi I have leap pad 2.  in control panel its showing  installed Adobe flash player 13 active X and Adobe flash player 13 plugin. but whenever I try to connect leap pad2 it keeps giving me message " install adobe flash player or update "I send my  leap pad to leap frog they tested it in send back. I still getting same message.

I have IE 11

also checked  Tools- Manage add ons and Tools -internet option -securities... All are set as required.

Still getting same error .My daughter is not able to use it for more than 1 month now..not able to  download anything .

please guide/help
