Not recognized as installed since embedded in IE10

Trying to upload photos.  Keep getting message saying Flash Player is required.  I am assuming this is because Flash Player is embedded in IE10 and thus not recognized as a program on my computer.  There is no active "install" button for Windows 8 Flash Player on adobe.com downloads site.  I have seen some other sites that offer a downloadable Flash Player but scared to download an executable to my computer from unfamiliar site.  Suggestions???  Microsoft tech has been unable to help (I kinda felt like I knew more than he did....sad!)
