Nothing happens when I try to open the flash player file from my Downloads folder

I'm trying to install Flash player on an older PC running Vista 64 bit. It doesn't run when I double-click it from within the downloads folder nor when I try to get it to run from within Firefox. When I try to open it I see the hourglass for a couple seconds but then nothing. What am I doing wrong?

    This may be due to a certificate signing issue.  Some Vista versions do not support the latest signing technologies.  Microsoft has an update posted here https://support.microsoft.com/en-us/kb/2763674.  You can also try the offline installer posted at the bottom of the Installation problems | Flash Player | Windows 7 and earlier page in the 'Still having problems section, but there is no guarantee it'll work.  You're best bet is to upgrade the system to be supported by the latest signing technologies (see Security Advisory 2880823: Recommendation to discontinue use of SHA-1 - Security Research & Defense - Site Home - TechN… for more information).
