On Win8.1, Windows Update does not provide the latest version of Flash Player

Running HP15-g013DX, IE11.6,Win 8.1, all systems say that the current flash player is on my puter, however when I ck flash player from the control panel it shows I have 20.0.0.209 which's out of date!!  Check for latest install KB3174060 on installed updates it is not installed. So what to do!!!

    I updated the title of this thread to more accurately reflect the problem.

    Flash Player is a built-in component of Internet Explorer on Windows 8.1 and higher.  Updates are delivered automatically via Windows Update.

    If Windows Update isn't working correctly, Microsoft is best positioned to help you troubleshoot those problems.

    There's also an automatic troubleshooter utility, but it looks like it's probably Win10 specific:

    Now the flash player website sezs that my new is not enable, go manage add-ons, schock wave player is enabled, 23.0.0.162 is installed, still nothing is played or can't get to play!!!! SO WHAT TO DO!!!!!

    The latest Flash Player update (23.0.0.162) for IE on Windows 8.1 and above is in KB3188218.  See Microsoft Security Bulletin MS16-117 - Critical  for more information.  The Security Bulletin page contains a link to download the update.  The update is also posted at the bottom of the Flash Player issues on Windows 8  tech note.
