I was having the same problem. From what I read in other forums, Flash 9 only gives registry permissions to the administrator account under which it was installed. Other users, even though they may have administrator status, do not have permissions to the necessary registry keys. Then, I found the following link on the adobe flash support page: http://www.adobe.com/cfusion/knowledgebase/index.cfm?id=tn_19148 in which it lists all of the registry keys to which other users must be given permissions. I edited the registry from the user account under which Flash 9 was installed. Since all of the other accounts on my PC have administrative rights, I just added "Administrators" to the permission list for each registry key and gave them "full control". Rebooted and now all users can use flash in ie7 - didn't even have to reinstall flash. NOTE: DO NOT TRY THIS IF YOU ARE NOT PROFICIENT IN EDITING THE WINDOWS REGISTRY!
