As of Windows 8, Microsoft embeds Flash Player in IE and all updates are released by Microsoft via Windows Update.  To find out if you have the latest version (19.0.0.245), go to http://helpx.adobe.com/flash-player.html and click on the 'Check Now' button.  The widget will display your system information, including the version of Flash Player installed.  If you don't have 19.0.0.245 installed you'll want to run Windows Update to check for, and install, the update.

• A screenshot of the screen you're seeing to update Flash Player (see How to post a screenshot in the forum)?
• URL to the site that you are observing the behaviour.
• Do you use any other browsers and have Flash Player installed with those browsers?
