Optimization for Windows 2008R2 terminal Services (RDS)

Hello, I have a server farm made of 2008R2 with terminal services (RDS) roles. We are experinceng performance issues when users are trying to access web sites that are full of flash where CPU utilization is reaching 100% for period while such pages loads. We cannot prohibit flash for our clients.

Are there any possibilities to reduce the impact of flash heavy web sites on our servers and still allow users to access them? Is there any settings that we can tune on server side?
