"Permission to open" box keeps popping up!

Why does the box, "A website wants to open web content using this program on your computer" keep appering each time a new screen opens?  When I click "allow", the messagw appears again almost instantly.  When I click "Don't allow", it appears again.  Sometimes I have to close on the red "X" several times to get it to stop reappering.  The program is Adobe Flash Player that wants to open.  This started right after I scanned three pages to my computer.  System: Vista Home Premium; Browser: Internet Explorer 9.0.8112.16421;64-bit;  I found that Flash Player ver. 10.3.181.26 had been installed in July, although I don' t recall doing that.  I have deleted it. Can you please tell me how to stop this annoying problem?

    It sounds like your system is having a problem remembering your settings.  After clicking Allow, it should not immediately ask you again.  Can you try the instructions in this FAQ to see if they help?

    Chris.....to avoid aggravation, I previously checked the box, "Don't show this message again", but I know something is going on since my laptop "dings" frequently, even when asleep!  I followed the instructions you sent.  At the first location, I found a Flash Player with a 2009 date.  At the second, I found one with a 7/2011 date.  Both have been deleted.  If I don't hear any more dings, then I will assume this fixed it.  Or, alternately, how do I get the permission box to return?  I will let you know if the dings have stopped.  Thanks for your help.
