Please tell me how to fix this parameter error

When I try to download the flash player 10

it asks if I will download the active x and download manager then as my manager is coming up it comes on and says CANT

RETRIEVE ESSENTIAL PARAMETER 16291.301.749  PLEASE SOMEONE TELL ME HOW TO FIX THIS.

    You don't mention your operating system or browser.

    Download the executable installer (without download manager) for your environment from http://www.adobe.com/products/flashplayer/fp_distribution3.html

    Hmmm ..... The person mentioned it was active-x ..... Active-x is only present under instances of IE ..... One could assume it was the Windows OS since most Apple users would not install an Microsoft product. Gee, that was simple.
