I hope the following answers your question/issue.

As of Windows 8, Microsoft includes/embeddes Flash Player ActiveX Control in Internet Explorer (and Edge on Windows 10).  This version of Flash Player is managed/owned by Microsoft, not Adobe and Adobe's uninstaller does not remove this version of Flash Player.

To remove the Flash Player ActiveX Control that is included/embedded in IeE/Edge on Windows 8 and above, and managed by Microsoft, run Microsoft's Update to Remove Flash Player: https://support.microsoft.com/en-us/help/4577586/update-for-removal-of-adobe-flash-player

Please read through the document carefully before running the update to remove Flash Player.

The link the update/patch files is in the Microsoft Update Catalog section, towards the bottom of the page.  There are a total of 43 different update/patch files for the various Windows versions.  You need to download the link that applies to your system, otherwise, the update may not work correctly.

If you experience issues running the update, please contact Microsoft for assistance as this is their update, not Adobe’s.  Tell them you are trying to uninstall the Flash Player ActiveX Control that is included/embedded in IE browser and managed by them.

Can you provide the specifics on "collides with another program"?

Have you tried booting into safe mode and trying the uninstall there?  If something is launching at startup and keeping Flash in-use such that it can't be deleted, this should probably prevent it from loading.
