Problem with Adobe Flash Player. It will not work and keeps sending me to a test page

Adobe Flash Player won't work and keeps sending me to a test page.  When tested, it tells me that the player is disabled.  When I follow the steps to enable, it is showing that is already enabled.  How do I fix this issue?
