Problem with Flash Plugin - Windows 10 / Chrome

[moderator: added operating system and browser to title]

My Flash Player is giving me "We are sorry, Flash plugin is disabled on your browser". I followed all the instructions in an attempt to reactivate it and found that all of  the setting are correct and as recommended.  My browser is Chrome and the OS is Windows 10.  Please advise.

    if that doesn't work, it's possible Chrome's site engagement score for the particular site is not high enough to display content.  See Google Groups​ and Site Engagement - The Chromium Projects for more information.
