Problem with latest download of Flash Player?

I have a laptop purchased in Autumn 2011 which is Windows 7.  I've upgraded to the latest Flash Player but it won't work.  I can't understand why I've downloaded the lastest version but it won't work when I try to view I Player or upload photos to Facebook.  Do you have any idea why Flash Player is on the computer but won't work?
