Flash Player uninstaller doesn't remove the browser embedded Flash Player.  The browser embedded Flash Player is locked by the vendor (Microsoft) and cannot be deleted.  With regards to how Microsoft will treat the embedded Flash Player once Flash Player reached end-of-life, see https://blogs.windows.com/msedgedev/2020/09/04/update-adobe-flash-end-support/
