Questions about Adobe Flash Player's distribution

Hello.I tried to apply to distribute Adobe Flash Player for two times, but both time I failed.

According to the reply of Adobe,it says "Adobe is not accepting new distributors at this time".

So does Adobe has stopped accepting new distributors or I just applied for distribution in a wrong time?
