SCCM Deployment Installs Plugins but NOT Active X for Win 7 IE 11

Flash Package for 30.0.0.113 created and deployed to about 6000 machines.

Compliance rate is about 70%, but I dont think that may be right as software center is Installing the PAPPI ans NAPPI but not the Active X for Windows 7 IE 11, and there is NO error generated. Software center shows the Application as Installed, not as hanging or failed.

But still when you go to the Flash Update tab, it shows ActiveX Not installed.

This is NOT happening on all the systems
