Standalone Flash download

Question

I am working on a Windows 2008 server running Internet Explorer 11 which is running a program requiring flash be installed. This server does not have access to the internet so I must install Flash locally. I cannot find a standalone copy of flash to do this. Where can I find this?

I also have a Windows 7 workstation on this same network which is also running IE11 and needs this update. This PC also does not have internet access.
