STOP changing my settings! (Mac)

I set it to block all sites from using peer-assisted networking, and it always changes to allow.

If I close then re-open the pref pane right away, it's usually same, but not always. If I wait a while then open it the setting always changes. Just now I closed and re-opened it and the radio button had changed again.

This happened in 10.10 and through all versions of 10.11.

Other than that FP is working properly and auto-updating itself.

That's an unwanted intrusion into my time, I shouldn't have to babysit this app. and keep changing the setting.
