Stutter on Youtube

Operating System: Windows 10 HomeBrowser and Version: Internet Explorer 11Flash Player Version: 23.0.0.162Internet Explorer is the fastest on my laptop.It's fast with YouTube but when I want to watch a video, the audio stutters constantly.. Is there any way to fix this?

As far as I know, YouTube is using HTML5 exclusively. It's unlikely that Flash Player is the cause of the stuttering.
