I poked around yesterday, but don't see any license in the open source project, which you probably already know.  I know the researcher that wrote it, and he was sharing a project that he wrote for his own work. I doubt that the lawyers were involved, as it's a relatively niche project for a very small community of security researchers.

So, you're not getting an answer, because there's no obvious good answer, and the only appropriate binding response would be from Adobe's legal team.  Since Adobe is a business, there would probably need to be some sort of business incentive necessary to warrant the legal review and clarification necessary to provide you with a definitive and binding answer.

If you are interested in a license agreement for SWFInvestigator for incorporation in a commercial project or something, I'd be happy to refer you over to Adobe's business development team for a conversation about how to make licensing possible.  If your organization already has a relationship with Adobe through an enterprise support or licensing agreement, your dedicated business contact might be a more expedient route, as they have access to legal support dedicated to the sales organization.
