The offline MSI for Flash PPAPI 21.0.0.182 is corrupt.

When the offline MSI for PPAPI is downloaded from the distribution page it is only 1,109 KB. Installation error message states that InstallPepper_21_0_0_173.exe cannot be found in Data1.cab. Please note it is referencing an older version of flash in the error.

Hi,

The fixed PPAPI MSI installer has been posted.  A new SCUP catalog has also been posted.  If you use the SCUP catalog to deploy you'll need to download the new catalog.
