'The system has detected that your browser does not have a flash plugin installed and click here to install it' OSX 10.11 w/Chrome

I have installed FLASH a hundred times and STILL get this message. On a Macbook Pro 10.11.06. Settings in Chrome are as they should be yet on the Flash Player Help page it says my Flash player is disabled. I do not see the clouds in the little test animation that is on that page. Even after installing AGAIN.

I cannot see Flash movies on various websites I visit. This is insane. Kindly Advise; thanks.
