Trouble upgrading Flash Player version 21.0.0.197 to 21.0.0.213

Systems:

Window 7 (64 bit)

Browser: Internet Explorer 11 Version: 11.0.9600.18230

currently installed version of Adobe Flash Player:  21.0.0.197   Active X   enabled

Trying to upgrade to the current version of Flash 21.0.0.213

From the Adobe.com download page, when I click download, dialogue box shows:   SAVE or OPEN  or CANCEL flashplayer21ax_fb_install_exe from admdownload.adobe.com

Under normal circumstances, I would expect to get a dialogue box that shows:  RUN or SAVE or CANCEL

Normally an exe file will show .exe at the end.  Instead, it shows _exe at the end of the file name

It does no good to SAVE the file flashplayer21ax_fb_install_exe file.  I try to open it and it asks what program to use to open.   A  _exe file is not executable.

I have gone through ALL of the trouble shooting instructions on the Adobe help website.  Everything check-out.

I even tried to uninstall Flash 21.0.0.197 but it would not allow me to do that.  I was going to start from scratch and try to upload the current version.

Please advise why I keep getting a  _exe file, when trying to download the upgrade to 21.0.0.213 Flash.
