Troubleshooting steps uncessful

Can anyone tell me why I am unable to use Flashplayer?  I have gone through all of the troubleshooting steps and still unable to use it to open a file.  Even when I do the test on the Adobe page it seems it is working properly.  I am using Windows 8.1 and have installed the updates show on the Adobe site, but still having no success.  HELP!!!
