Unable to download Flash Player

I am unable to download Adobe Flash on my Windows XP Version 2002 Service Pack 3 - computer.

I have made several attempts and have uninstalled Flash in order to reinstall, however, I have been unsuccessful at reinstalling.  I don't believe I can get an updated version and that I may need to see if I can re-download an older version.  How would I obtain the older version of Flash?

Flash Player 13.0.0.182 works with Windows XP (SP3) in Internet Explorer and other browsers.

WHat specifically is the error you're seeing during install?

When I try to download the program, I get this message

Error: Failed to Register

It appears I may not even have ActiveX and I'm not sure how to get it back either. Anything you can tell me will be greatly appreciated.

Use the MSI (Microsoft Installer) version: http://download.macromedia.com/get/flashplayer/current/licensing/win/install_flash_player_13_active_x.msi

It cures this nearly every time.
