    We're investigating.

In the mean time, you can use the 'Adobe Flash Player Install Manager.app', in /Applications/Utilities to uninstall Flash Player.

What is your geo-location?  I am not able to reproduce.  Adobe has  CDNs in various locations.  It's possible the file is available on some CDNs but not others.
